Frame-by-Frame Analysis of FP-5 Flamingo Strike on russia's Votkinsk Plant, Where Iskander, Oreshnik Missiles Are Produced

Footage of the strike carried out by the Ukrainian FP-5 Flamingo cruise missile against a russian enterprise producing Iskander, Oreshnik, Yars, and Bulava ballistic missiles highlights three key aspects of the attack

The strike on the JSC Votkinsk Machine Building Plant on the night of 21 February was recorded by a surveillance camera, and the video later appeared online.

The footage shows the cruise missile, developed by Fire Point, striking a building identified as Production Workshop No. 22.

Several technical details can be observed.

First, the FP-5 Flamingo demonstrates high accuracy, indicating an advanced guidance system in the terminal phase as well as stable navigation throughout the flight. The strike on the facility in Udmurtia appears to be one of the longest-range cruise missile attacks conducted so far.

Second, the missile impacts the workshop wall, followed by two distinct flashes. The first occurs at the moment of impact, while the second is visible shortly afterward on the opposite side of the building.

This suggests that the blast wave propagated through the structure. A large opening in the roof, estimated at approximately 30 by 25 meters and visible in satellite imagery, likely resulted from internal structural failure caused by the detonation of a one-ton warhead. Such damage would affect a significant portion of the production equipment at what is considered russia's primary ballistic missile manufacturing facility.

Third, lighting inside the workshop remains on, indicating that operations were ongoing at the time of the strike. It remains unclear whether personnel were warned in advance.

russian local authorities initially reported one injured person and later revised the number to eleven. All were said to have received medical assistance. At the same time, a typical shift at such facilities may involve one hundred workers or more within a single production workshop.

A strike of this scale is likely to affect ballistic missile production at the plant. The facility manufactures missiles for the Iskander operational-tactical missile system, Oreshnik medium-range missiles, as well as Yars and Bulava intercontinental ballistic missiles.

Strikes targeting missile production infrastructure remain one of the few available means to reduce the number of ballistic missiles launched against Ukraine. russia currently produces more ballistic missiles than the United States manufactures interceptor missiles for the Patriot air defense system.
