The Kremlin enjoys absolute authority in Russia. By applying the technology of immersing their own population into a fictional reality and forcing their people to live in this phantasmagoric world, the leaders of the current Russian regime seem to believe themselves in what their distorted mind is manufacturing.

The abomination of Putin's regime is framed by the names of state institutions who are inventing, replicating, and sharing fake stories in order to force them to be discussed and thus to achieve the effect they desire – make people believe in what does not exist. This is how fake perceptions about “Bandera men”, "Nazis", "fascists" and a host of other anti-heroes of the Muscovite people are implanted and become real in the minds of ordinary Russians as well as high-ranking Putin’s officials.

Something similar (albeit in a slightly different incarnation) was observed almost 100 years ago when humanity was terrified by the evil face of the then Fuhrers and their allies. However, at the time this unreal world existed within only one national state. Today, thanks to modern technology, it is becoming macrocosmic, because it can be used anywhere on the planet.

The technologies used by Putin's neo-empire create productive conditions for carrying out attacks in the military, mental, historical, cultural, sporting, linguistic, and concept domains, attacks against values, for staging discrediting campaigns, putting forward ultimatums, etc., and this all have become the style of the Putin regime.

Policies, diplomacy, culture - these are all simulatory means the Muscovites employ in an attempt to accomplish world domination. Here the economy plays as an auxiliary mechanism through which this system for destruction of civilization is brought into action.

What is currently happening in Ukraine is not a war. This is rather an ultimatum given to the World by the Putin regime. By so doing Putin is about to make the World do exactly what he wants it to do. This is how he wanted this to be done until the Ukrainian people and its Armed Forces have stood in the way. This is the only aspect the Kremlin had not taken into account. Because all the rest - agreements, bribed politicians and officials, etc. - as Moscow believed, were preparing for the arrival of the "Russian World". It turned out, however, that this stuff wasn’t that great, and this fact came as another surprise to Kremlin strategists. They went to take away "their ancestral lands", but instead found themselves in an independent state who values freedom and liberty above all things.

Devastated Sumy, Okhtyrka, and Chernihiv, besieged Mariupol, torn and mutilated Bucha, Hostomel, Irpin, shattered, humiliated and looted towns and villages… The responsibility for this lies on the "Russian world" alone – the world that has all along covered itself with Tolstoy and Dostoevsky, Tchaikovsky and Shostakovich, Repin and Vasnetsov… The world that, behind a disguise mask, has long hidden its true face - barbaric, having emptiness instead of heart and a savage malice instead of mind.

Putin expected Ukraine would have to fight one on one, with moral-only support from the World. He was about to give the international community a “showy lesson" in punishing for leaving the empire, for independence, for wanting to be happy. But this card of his hasn’t played out either. The darkness of delusion has finally dissipated, and the World has seen before itself a very ordinary dictator with blood all over his hands, a dictator who holds his power by way of threatening the World with nuclear war seriously and whose public support is sustained due to a technology of deception (yet, being deceived appears to have already become a mental need for a majority of people in Russia).

For Ukraine, weaponry is what matters most now. We don't have enough of it. But we must realize that our most powerful weapon is the truth -- the complete and uncompromising truth about the barbarism of Putin's murderers.

Now is the time for giving an ultimatum – tough and uncompromising -- to Putin's Russia,an apologist of global hybrid terrorism. And this should be the final ultimatum – final from the World’s civilizational perspective.

It is necessary to raise the issue of stripping Russia of its permanent seat on the UN Security Council, because that country is not validly there; it got the USSR’s seat following its dissolution in 1991. The UN Charter says the USSR, not Russia is the permanent member of the Security Council. So Russia should be supposed to go through the admission process again and prove its right to such a privilege.

The international community is now facing an urgent task such as reshaping the global security architecture. Failing this, we risk being threatened again by a further disintegration of the democratic world and the triumph of global hybrid terrorism. Everyone seems to understand now that the Kremlin regime must not be included among the main architects of modern security mechanisms.

These issues should be submitted for discussion at the UN Security Council meeting to be convened at Ukraine’s request on April 5. The meeting is going to discuss "war crimes committed by Russian occupiers in Bucha and other towns", and this will be the first time the truth about Putin's genocide in Ukraine will be heard around the world. The UN Security Council did not succumb to the provocation of Russia, whose representatives demanded an urgent meeting on April 4 to discuss alleged "provocation by radicals" in Bucha.

The truth about Russia's aggression in Ukraine, about the crimes committed by Putin's murderers must be legalized as fast as modern online technology allows in order to prevent the aggressor's services from spreading fictitious arguments and to make sure the global public is made known about a crime within the shortest time possible after it is committed.

Video evidence should be collected and documented in real time as Ukrainian territories are being liberated from Russian occupation. The World must obtain all information - from primary to updated - from Ukraine only.

Dominance in content and communication domains while initially reporting and interpreting the events as they take place is a powerful factor in documenting the situation as it is and in forming international public opinions regarding it. In the current world of global technological opportunities, communicating one's own vision effectively enough is more important than knowledge and arguments of truth. The truth is valid only if it is backed by resources and, now, also by the speed and scope of its first-time presentation and distribution.

If we fail to achieve this together with the democratic international community, Ukraine will be in for difficult times. Because the enemy has already painted a picture of our future and presented it as a program for the next 25 years:

“There must be a total lustration. Any organizations that have associated themselves with the practice of Nazism should be liquidated and banned. However, in addition to the top, a significant part of the masses, which are passive Nazis, accomplices of Nazism, are also guilty. They supported and indulged Nazi power. Further denazification of this mass of the population consists in re-education, which is achieved by ideological repression (suppression) of Nazi attitudes and strict censorship: not only in the political sphere but also necessarily in the sphere of culture and education.

Denazification will inevitably also imply a de-Ukrainization – a rejection of the large-scale artificial inflation of the ethnic component of self-identification of the population of the territories of historical Little Russia (Malorossiya) and New Russia (Novorossiya), undertaken by the Soviet authorities.

De-Banderization by itself will not be enough for denazification – the Bandera element is only a performer and a screen, a disguise for the European project of Nazi Ukraine, therefore the denazification of Ukraine is also its inevitable de-Europeanization.”

We well understand that now we have a historic chance not just to assert our independence, but also to put an end, once and for all, to the nuclear dictatorship of great-power chauvinism and racism. We must save world democracy. But we need allies who will walk this path with us to the end. Together, we must reject the Kremlin's ultimatum, offer our own ultimatum to the aggressor, and achieve that our terms are accepted.
