This was stated by the President of Ukraine Volodymyr Zelensky on his official accunt on X following the report of the head of the Foreign Intelligence Service of Ukraine, Oleg Ivashchenko.
President Zelensky stressed that Ukrainian intelligence service "is actively working with partners to prevent Russia from using so-called “shadow fleet” vessels for sabotage or other attempts to destabilize Europe".

The President of Ukraine emphasized that "this can absolutely be stopped" as well as called on partners to significantly stronger counteraction to russian interference, promising to provide all the necessary information for this.
Volodymyr Zelensky also noted that, during the meeting with the head of the Foreign Intelligence Service of Ukraine they also discussed "specific tasks regarding sanctions against russia, in particular, which schemes for evading sanctions need to be blocked first".
In addition, Oleg Ivashchenko reported to President Zelensky on upcoming changes in russia’s disinformation tactics. The President instructed the head of of the Foreign Intelligence Service of Ukraine to " to continue working with partners in areas that can provide Ukraine with more tangible deliveries of the necessary weapons and equipment."

As Defense Express reported earlier, russia could launch UAVs like Gerbera from shadow fleet tankers and it poses real threat.
