Italy is preparing its 12th military aid package for Ukraine, expected to include ammunition and additional SAMP/T surface-to-air missiles. According to Bloomberg, the package could be finalized and delivered by the end of the year, pending parliamentary approval.
Since the start of russia's full-scale invasion in 2022, Prime Minister Giorgia Meloni's government has already provided 11 aid packages to Ukraine, valued at between €2.5 and €3 billion in total.

Italy has sent two SAMP/T missile batteries to Ukraine. Specific details of these deliveries remain classified under state secrecy laws.

According to government sources, Italy is also considering invoking a national exemption clause on defense spending following the completion of the EU's excessive deficit procedure. Both measures would allow for increased defense expenditures under EU fiscal rules.
Italy has also expressed readiness to join a NATO-led initiative to procure U.S. weapons for Ukraine, including Patriot missile systems, using European funds. The size of Italy’s contribution to this effort has not yet been determined.
In addition, Italy plans to participate in the Prioritized Ukraine Requirements List (PURL) mechanism — a joint U.S.–NATO program designed to identify and fulfill Ukraine’s most urgent defense needs through coordinated allied support.
