Moscow is ramping up forced recruitment of migrants, offering a stark choice between prison and the battlefield

russia is significantly expanding its efforts to recruit foreign nationals for the war against Ukraine, increasingly relying on coercive methods rather than voluntary enlistment. According to Ukraine's Defense Intelligence, the campaign has intensified in 2026, with a clear focus on boosting manpower through non-russian recruits.

Intelligence data indicates that Moscow plans to involve at least 18,500 foreign citizens in the war effort this year. To support this goal, large-scale screenings of foreign men aged 18 to 60 have reportedly been conducted across all federal districts, signaling a centralized and systematic approach to recruitment.

The process goes beyond simple registration. Russian military enlistment offices have been given specific quotas, ranging from 0.5% to 3.5% of the total foreign population in each region. Recruitment is being carried out through a network of 97 selection points, with the highest concentration located in the Central Federal District.

The primary targets of this campaign are citizens of Central Asian countries, including Kazakhstan, Kyrgyzstan, Uzbekistan, and Tajikistan. At the same time, russia is expanding its efforts beyond its borders, with particular attention to Bangladesh and several of the poorest countries in Africa.

A key role in the recruitment drive is played by pseudo-private military structures operating under the control of russian security services. These entities actively search for "volunteers", though in practice the methods employed often involve pressure and manipulation rather than genuine consent.

The coercive mechanism described by Ukrainian intelligence is both simple and severe. Foreign nationals are placed in situations where maintaining legal status in russia becomes nearly impossible. Expired visas, documentation issues, or administrative detentions are then used as leverage.

This pressure culminates in what has been described as a "no-choice choice": individuals are reportedly forced to choose between signing a military contract or facing long-term imprisonment, in some cases with threats of sentences of up to eight years.

According to Defense Intelligence, these conditions are deliberately engineered to funnel foreign recruits into high-risk assault units, where survival rates are extremely low. Ukrainian intelligence has issued a warning to foreign citizens, urging them to avoid traveling to russia, cautioning that what is presented as employment opportunities may ultimately lead directly to the battlefield.
