Ukraine's Defense Intelligence has published an interactive 3D model and detailed data uncovering 41 enterprises involved in producing 9M727 cruise missile, including eight companies still untouched by international sanctions

Ukraine's Defense Intelligence has published a new investigative release exposing the industrial backbone behind the production of 9M727 cruise missile, a key component of russia's Iskander-K operational-tactical missile system. The disclosure appears on the War&Sanctions portal and is accompanied by an interactive 3D model of the missile.

At the center of the production cycle is the Novator Design Bureau, part of the Almaz-Antey concern, which serves as the lead developer and integrator of 9M727 missile. Beyond this flagship enterprise, the Defense Intelligence has identified a wider network of 40 additional companies, 39 russian and one Belarusian, forming the cooperative chain that sustains serial missile production.

According to the published data, these enterprises are responsible for manufacturing critical elements of the missile, including the warhead, TRDD-50B turbofan engine and its subcomponents, satellite and inertial navigation systems, as well as a range of electronic units and component bases used in cruise-type Iskander missiles.

A particularly notable aspect of the investigation is that 8 out of the 41 identified enterprises are not currently under sanctions by any member of the international sanctions coalition. This gap underscores persistent vulnerabilities in global export control and sanctions enforcement mechanisms.

Among the non-sanctioned entities are the Tambov Elektropribor Plant, which produces GIB-123-4 inertial navigation system; JSC Vysokie Tekhnologii, a manufacturer of GTT-37.000 gas generators for TRDD-50B engine; and the Volzhsk Electromechanical Plant, a supplier of components for 9B914 active jamming systems.

By mapping the full ecosystem behind 9M727 missile, Ukraine's intelligence aims not only to document how russia sustains its strike capabilities under sanctions, but also to offer actionable evidence for expanding restrictive measures against remaining loopholes.

As Defense Express previously reported, France's first serious step into developing FPV strike drones has come not from its defense industry, but directly from the military, highlighting a growing gap between battlefield realities and Western procurement systems.
