​Germany to Spend Tens of Billions on New Fleet of Heavy Boxer Armored Vehicles

Berlin is investing heavily in the 8x8 Boxer platform, ordering thousands of vehicles, including up to 650 Skynex variants, in a sweeping modernization effort aimed at reshaping its ground forces

Germany plans to spend roughly €40 billion to buy large numbers of the ARTEC Boxer 8x8 armored vehicles under the national modernization programe codenamed Arminius, a move announced by Rheinmetall CEO Armin Papperger during the company's Q3 2025 results briefing.

The package reportedly includes a contract for 600-650 Skynex air defense variants, and Rheinmetall itself stands to receive about €22 billion of the programe's value. While exact totals of the Boxer units in the deal were not specified, previous reporting has discussed purchases of up to 5,000 vehicles across many contracts as part of a broad force expansion.

Financially and industrially, the Arminius program is significant. Compressing large buys into a concentrated schedule should create economies of scale that can drive down per-unit costs, an outstanding issue for the Boxer family to date. For Rheinmetall and the wider ARTEC consortium (KNDS Germany/former KMW plus Rheinmetall), the order represents both a major revenue stream and an opportunity to stabilize and expand European armored-wheeled production capacity. That in turn strengthens the industrial base available to NATO partners and export customers.

From a capability perspective, the Boxer system is one of the heaviest vehicles in its class: around 33 tons in baseline configurations, considerably heavier than examples like the BTR-4E 21.9-ton vehicle. That weight buys modular, scalable protection (claimed to resist hits from heavy 14.5 mm rounds at baseline), plus growth margins for mission modules.

The platform's modularity has made it attractive as a multi-role chassis, used as APC, ambulance, command post, engineer vehicle and, as noted, as the basis for the RCH 155 self-propelled howitzer ordered for Ukraine.

Operational trade-offs remain. Wheeled 8x8 platforms such as the Boxer are cheaper and easier to maintain on developed road networks and replace tracked armored vehicles in many European armies. But mobility over very poor terrain, deep mud, swamp, heavily cratered ground, will be inferior to tracked platforms, a factor that has practical implications in some Ukrainian conditions. The Boxer vehicle's heavier mass and protection improve survivability but also increase logistical burden (transport, bridges, fuel) and complicate recovery and sustainment in austere settings.

Another contemporary complication is the ubiquity of drones on modern battlefields. Armored vehicles face greater risk from loitering munitions and small strike UAVs than in prior conflicts. That reality pushes purchasers toward integration of active protection systems, electronic warfare suites and remote weapon stations to mitigate aerial and top-attack threats, upgrades that add cost, weight and complexity but are becoming operational necessities.

For Ukraine specifically, a large German order has several downstream effects. Mass production and higher volumes should reduce unit cost and shorten delivery lead times for export customers, potentially easing access for Kyiv to additional Boxers or derivative platforms.
