Ukraine's Defense Minister Mykhailo Fedorov and France's Minister of Armed Forces Catherine Colonna have signed a Letter of Intent outlining plans for joint weapons production on Ukrainian and French soil. The announcement was made on Mykhailo Fedorov's official Telegram channel.
The agreement marks a shift from simple arms supplies toward long-term collaboration and shared production, aiming to systematically strengthen Ukraine's defense capabilities. According to Mykhailo Fedorov, the partnership paves the way for large-scale projects within the defense-industrial sector.

A key area of cooperation is France's preparation to transfer Mirage 2000 fighter jets to Ukraine. The ministers also discussed accelerating aircraft deliveries and continuing production of record quantities of AASM Hammer precision-guided bombs.
Mykhailo Fedorov emphasized Ukraine's interest in further supplies of SAMP/T, Mistral, and Crotale air defense systems, along with their ammunition. Both sides proposed joint work on upgrading SAMP/T system to better counter ballistic threats.
Collaboration is also ongoing on the production and accelerated delivery of Aster missiles. In addition, the ministers discussed providing long-range strike capabilities, including SCALP cruise missiles, to enhance Ukraine's operational reach.
The talks also focused on joint projects between Ukrainian and French defense companies and governments, including testing of security solutions and development of advanced electronic warfare systems. These initiatives aim to combine industrial expertise with frontline operational needs.
Key priorities for defense cooperation were agreed upon, including funding through European Union loans and the SAFE program, ensuring sustainable financing for joint projects.
"Thank you to France for its consistent political and military support for Ukraine. This partnership directly strengthens our defense and the security of all Europe," Mykhailo Fedorov wrote, highlighting the strategic importance of the collaboration.
