Patriot, David's Sling, or SAMP/T: What Can €1 Billion Buy Against Iskander-M, Kinzhal Missiles?

Estonia wants to acquire protection against ballistic missiles and is considering three different options. We analyze the long-standing questions of how much this could cost and how long deliveries might take

Estonia's Ministry of Defence, together with the country's Defence Forces, plans to make a decision this spring on the procurement of surface-to-air missile (SAM) systems to counter russian ballistic missiles. The country is considering the potential acquisition of one of three air defense systems: the US-made Patriot, Israel's David's Sling, and the Franco-Italian SAMP/T.

This was reported by ERR. As usual, the two key questions are cost and delivery timelines. According to preliminary plans, Estonia expects to receive the air defense systems in the early 2030s, meaning a wait of at least four years.

In terms of cost, Estonia is currently considering a "minimum scenario," under which air defense procurement would amount to several hundred million euros, and a "maximum scenario," with total expenditures exceeding €1 billion. In the latter case, the contract would become the most expensive air defense procurement in Estonia's history.

It is quite possible that Estonia's primary choice may turn out to be Israel's David's Sling rather than Patriot or SAMP/T. Why this option could be a pragmatic solution has previously been explained using Finland as an example. In 2023, Finland officially became the first export customer of this SAM system, signing a contract worth €317 million.

The exact configuration included in that price has not been disclosed, but it likely covers one fire unit with several launchers. Other advantages of David's Sling system include superior range performance, cheaper interceptor missiles, and potentially shorter delivery timelines compared to Patriot. As of today, David's Sling has two export customers. Last year, Greece joined Finland, also opting for the Israeli system instead of the US-made Patriot system.

Compared to David's Sling, the American Patriot system indeed appears significantly more expensive. Recent contracts illustrate this clearly. At the end of last year, Raytheon received a €1.4 billion contract to supply air defense systems to Spain. The deal reportedly covers four Patriot PAC-3+ systems, although configuration details were not disclosed.

Another illustrative case is Denmark, which the United States offered one Patriot battery with three launchers, a command post, radar, 23 missiles, and related services for approximately €1.37 billion.

As for SAMP/T system, Estonia would most likely be considering the latest NG version. Deliveries of the upgraded system and new missiles to Italy and France are scheduled to begin this year. However, in terms of pricing, the only available reference point remains a 2013 contract with Singapore, under which two systems and 200 missiles were acquired for €651 million. This suggests that today it may be possible to procure one SAMP/T battery along with a certain number of missiles for around €500 million.

In conclusion, Defense Express notes that all these estimates are highly conditional. The final price for Estonia will depend on a wide range of factors, including system configuration, the scope of accompanying services and equipment, and, critically, the number of interceptor missiles included in the order.

As for delivery timelines, David's Sling and SAMP/T currently appear more favorable than Patriot system. However, it should be emphasized that these are still preliminary plans, and a considerable amount of time may pass before a firm contract is signed.
