This soft power approach reflects a long-term plan by the Kremlin to cultivate loyalty among future African leaders and policymakers, according to Andriy Yusov, a spokesperson of the Defense Intelligence of the Ministry of Defense of Ukraine.
One of the core strategies is offering state-funded scholarships for African students to study in russian universities. These quotas, preserved even during times of economic strain, are primarily directed at training specialists in agriculture, engineering, education, and healthcare, fields essential for state-building and development in many African nations.

Simultaneously, russia is promoting its language and educational standards within Africa. Leading African universities are preparing to launch russian language courses and teacher training programs, with long-term plans to align African educational systems with russian standards. Youth engagement through sports is another key element of russia's influence campaign. The Kremlin is backing a range of sports initiatives targeting African youth, fostering connections that go beyond cultural diplomacy and into the realm of political grooming.
Andriy Yusov, points out that these moves are not accidental, "African education and sports are increasingly used by the aggressor state as tools of hybrid influence aimed at shaping a new generation of political and administrative elites loyal to the Kremlin."
