Talks about "partial" mobilization in russia contrast sharply with the expansion of the list of persons subject to it

Russia’s Ministry of Education officially announced that the postponement for full-time students is extended only to state educational institutions. The Ministry directly quotes the order regarding "partial mobilization" where a deferment is granted only to students of state universities on full-time and and part-time education. They said that the order does not say anything about those who study in private universities, and therefore russia’s Ministry of Education is "conducting consultations with the top management". According to available information, there were about 500 state and more than 200 private universities in russia as of the beginning of the 2020s.

Another source for cannon fodder might be immigrants who managed to obtain russian citizenship and did not complete military service. The head of the council for the development of civil society and human rights proposed to increase the age limit for the completion of term service for this category of new citizens to 45-50 years.

"According to current legislation, if they [migrant workers] are over 27 years old, they are not subject to conscription for military service, and therefore cannot receive a military accounting specialty and enter the reserve. It is necessary to fill this legal gap and consider the possibility of increasing the conscription age of naturalized citizens to 45 or 50 years old," TASS quoted him as saying.

Of course, russia is also trying to fill the problem with money. For example, in Karachayevo-Cherkessiya, the local administration promised each mobilized person 100,000 rubles (about $1,700). Also, additional financial motivation is planned to be allocated in the Leningrad Oblast. So far, the draft federal law regarding 300,000 rubles to each mobilized has only been registered in the lower house of the russian Parliament.

However, legislative changes to the criminal code, which can be called "10 years for everything", have already entered into force. According to these changes, if one evades the draft, refuses to participate in hostilities or surrenders, he gets 10 years in prison.
