After the widespread practice of recruiting convicts into the army, which began in the summer of 2022 by the former head of the so-called Wagner Group Yevgeny Prigozhin, the Kremlin has moved to a new level. In particular, the new amendments to the legislation in the russian federation were finally voted by the State Duma on September 24, which will likely formally pass all other instances in the near future and will be enacted.

Thus, russian defendants are given an alternative right in the courtroom: either go to prison or go to war. In addition, it is known that it is legally allowed to stop investigating and prosecuting criminals if they sign a contract with the Ministry of Defense of the russian federation. In the end, this greatly simplifies the entire mechanism of recruitment into the russian army, as the transformation of a criminal into "cannon fodder" takes place without the stage of sending him to prison.

It is worth noting that the russian federation is actively discussing the need to return to the so-called partial mobilization. The fact is that in order to maintain the required volume of replenishment, russia is actively increasing payments at the time of signing the contract. Currently, in some regions of the russian federation, such payments reach more than 2 million rubles, which is more than 21 thousand dollars, while in Moscow it is about 2.5 million rubles (almost 27 thousand dollars). Since September, everyone, even in subsidized regions, has been receiving a payment of 400 thousand rubles from local budgets, as well as 400 thousand from the federal budget.

It should be recalled that russia is known to be planning to increase its grouping in Ukraine to 690,000 soldiers by the end of 2024, while as of mid-summer, the estimate was 520,000. Taking into account the losses, this means the need to recruit 66,000 people a month, or 2,000 per day.
