The video of them, shot by russians, has been widely circulated, but it is unlikely to determine the time and place of the recording.

The fact that the photo depicts a North Korean weapon is beyond doubt, as these MLRSs were first showcased during a parade in Pyongyang in September 2023.
The only difference between the DPRK's camouflaged MLRS and those showcased at the parade is the absence of inscriptions.
It is worth noting that the idea of disguising military equipment as civilian vehicles is common to many armies with terrorist tactics of warfare. For instance, back in 2021, the russian Defense Ministry demonstrated the practice of refueling armored vehicles in the field using trucks disguised as grain carriers.
The idea in Moscow and Pyongyang was obviously the same: the belief that if the enemy spotted such vehicles and even suspected that they were camouflaged military equipment, it would take a long time to authorize a destructive strike. That is, it is a simple play on the enemy's humanity, which is perceived as weakness.
At the same time, the russian federation has long used civilian vehicles without any insignia as military equipment. This began in March 2022, when it became clear why russia was transporting civilian GAZelles in echelons.
Therefore, it is highly doubtful that the appearance of a white van 10-20 km from the front line will go unnoticed or not be destroyed. This applies not only to such vans, but also to any other similar equipment, as disguising them as civilian objects violates the rules of warfare.
