The Defense Intelligence of the Ministry of Defense of Ukraine states this citing Ministry of Economy of Ukraine.
Ukraine’s Government approved the list of military and dual-use goods, the international transfers of which are not subject to the Law "On State Control over the International Transfers of Military and Dual-Use Goods" during the period of martial law in Ukraine.

The list includes, in particular:
- metal and non-metallic armor plates, manufactured in accordance with military standards or suitable for military use;
- helmets, made in accordance with military standards, helmet shells, shock absorbing pads;
- body armour or protective clothing, in particular soft body armour or protective clothing manufactured by military standards or specifications, their equivalents and specially designed components thereof, plates for hard body armour;
- protective suits, gloves, footwear specially designed or modified for protection against hazards, etc.
The adopted decision will contribute to the prompt, proper and continuous provision of the Armed Forces of Ukraine, objects and sectors of the economy and the population with personal protective equipment.
