The United States prioritizes the supplies of free-of-charge military help above lend-lease loans

Answering the inquiry from the Voice of America, the Biden Administration spoke out about how the United States plans to provide further weapons and other military assistance to Ukraine.

An administration official said the priority as for now is the donations provided by such programs as Ukraine Security Assistance Initiative (USAI) and the Presidential Drawdowns, which don’t bind Ukraine to return the money later.

These are the programs used to supply HIMARS rocket launchers and other weapons. The initiatives also include the earlier approved $40 bln assistance package, more than half of these funds are allocated for military aid specifically. These funds should be spent by the end of September – in the US, the current fiscal year ends at that time.

And so, when the US runs off these free-provided resources, the Lend-Lease kicks in. In contrast to the mentioned programs, the Lend-Lease implies military equipment loans and leasing via a simplified procedure, and does not require Congress to approve the allocations each time.
