The Ministry of Defense team has launched a new procurement system in line with NATO standards. It has completely replaced the post-Soviet system, where all authority was concentrated in the Ministry of Defense. This was announced by Deputy Minister of Defense Dmytro Klimenkov.
“Our goal is strategic planning. We are minimizing purchases on a “here and now” basis. The Ministry of Defense should purchase, for example, winter uniforms in the summer, and summer uniforms in the winter. Such planning will improve both quality and cost,” Dmytro Klimenkov said.

The first level of the new system is the Procurement Policy Department.
“They will be responsible only for forming procurement policy, coordinating the financial activities of the agencies and developing regulatory acts in the field of procurement,” he noted.
At the second level, a new deputy has appeared in the Ministry – Vitalii Polovenko. He will be involved in communication with the rear of the Armed Forces of Ukraine, accept proposals, adjust lists of goods for procurement, be responsible for quality control, determine priority and calculate the estimated cost.
The direct procurement of logistical property will be handled by a separate state-owned enterprise, the Defense Procurement Agency (SOE State Rear Operator).
“That is, food, clothing, body armor, helmets, fuel and lubricants – they will purchase all of this,” the Deputy Minister of Defense continued.
The procurement of weapons, which is handled by the Defense Procurement Agency, is built on a similar principle. It has already begun contracting all defense contracts.
“The first result is that the terms for considering commercial proposals have been halved. This is very important during the war. In addition, the agency directly contracts with our international partners. Already 97.9% of the budget for 2023 has been used in this direction. These two agencies work according to modern corporate standards,” Dmytro Klimenkov added.
