Greece Wants to Localize Ukrainian Maritime Drone Production Needed for War With Turkiye, But Ukraine Faces Dilemma Over Ankara Partnership

Athens stalls on Kyiv veto clause for using Ukrainian-tech systems as Turkey fields ULAQ 12 ASuW platform and 100-unit KAMA kamikaze capacity annually

Back in November 2025, Ukraine and Greece agreed on defense cooperation in maritime drones sphere, which envisioned creating localized Ukrainian weapons production at Greek enterprises for their subsequent supply to Greek and Ukrainian armed forces.

However, currently in finalizing agreements certain difficulties arose in key issue for Athens, as Greek publication Kathimerini writes. Specifically Kyiv wants to retain veto right on using these maritime drones created using Ukrainian technologies.Controversial provision effectively would allow Kyiv to block use of systems created in Ukraine or those including Ukrainian technologies, publication writes citing own government sources.

Such possibility, as believed, may obstruct free use of these weapons against Turkiye, which is important partner for Ukraine. At the same time then, entire sense of Ukrainian maritime drones for Greek armed forces disappears. However, it is noted negotiations continue and are not yet considered doomed to failure.

Defense Express notes that according to previously published information, preliminary such cooperation project envisioned using Greek electronic systems, optical equipment and other sensors in drones produced in Greece, as well as optionally warhead. At the same time, Ukraine's participation evidently involved not only supplying maritime platform hull with engine and fuel system but control system and software. This with combat-proven effectiveness marking.

Should consider Greece needs ready solution, as in maritime drones question compared to Turkiye, it lags behind. Specifically already as of 2021, Turkiye had ULAQ unmanned boat with full weapons, which passed testing and now has transformed into full-fledged ULAQ 12 ASuW platform, which in December 2024 was ordered by Turkish Navy.

Also this company promotes ULAQ KAMA kamikaze maritime drone with capability to produce up to 100 units annually. One of whose competitors is Albatros-S from Turkish defense giant Aselsan, meaning attention to this topic from Turkish defense industry powerful players.

At the same time, Greece itself cannot boast analogous attention to this topic, therefore interested in Ukrainian solutions. At the same time, Kyiv's desire to maintain partnership relations with Ankara is also quite understandable due to quite broad defense cooperation and direct weapons purchases, including Ada-class corvettes and entire range of other samples.
