The Kremlin might be willing to sacrifice the safety of russian citizens for own ambitions, Ukrainian media say

Despite russian claims about the alleged shelling of bordering Belgorod city by the Armed Forces of Ukraine, there are no sirens in the city to warn the local population of any danger, noted the Center for Strategic Communications, an organization under the Ministry of Culture and Information Policy of Ukraine.

The Center claims that the issue is "not as much of a technical one, as informational-psychological". All means of notifications about air raid alerts do not work, even on smartphones.

There could be several potential reasons, Stratcom Center assumes:

  • The Kremlin instructed the local authorities not to turn on the sirens to avoid panic, "so that the population does not start asking uncomfortable questions";
  • Moscow ignores potential casualties among civilians;
  • russians shelled their own cities in an attempt to disrupt the supplies of Western weapons to Ukraine, since Ukrainian President earlier stated that the army would not use long-range weapons to fire on russian territory;
  • russian authorities try to use the messages of Belgorod shelling as a pretext for general mobilization in russia.

Stratcom Center suggests either reason or a combination of those be true. The article appears soon after the accusations of russian defense ministry about the alleged shelling of Belgorod by the Ukrainian Armed Forces on July 3.

As a side note, local authorities imposed different "terrorist danger" security levels in regions bordering Ukraine a long time ago. To be more precise, in the Bryansk region, the "yellow" threat level was imposed back in April and then extended until July 8, almost the same situation is with the Belgorod and Kursk regions.

Bryansk even held "the best bomb shelter contest" on June 8, according to Nexta. At the same time, russian president putin has not commented a single time on the explosions that occur now and then in border regions.

The only one to comment on the explosions that allegedly took place on July 3 was the Belgorod region governor Gladkov who said he couldn’t guarantee there would be no more worrisome incidents.
