Ukraine plans to introduce a two-tier system for marking air threats, with yellow and red levels designed to give civilians and businesses a clearer understanding of the danger they face.
President Volodymyr Zelenskyy announced the planned changes following a report by Prime Minister Serhii Koretskyi. The new system is intended to make air-raid warnings more predictable and help people better understand how they should respond to different types of threats.

Under the basic concept, a yellow threat level would be declared in response to attacks involving strike drones. A red level would indicate a missile threat, including the possibility of ballistic missile attacks, as well as large-scale strikes.
The specific criteria for declaring each level will be determined on a weekly basis. Ukraine's General Staff and Air Force will develop the indicators together with the government, the Ministry of Defense, the Ministry of Internal Affairs, and the State Emergency Service.
The warning signals themselves are also expected to change. Ukraine has already stopped repeatedly sounding the siren to signal the end of an air raid, with the siren currently used only when an alert begins. Under the planned system, different signals would indicate different levels of threat.
Authorities have also been instructed to develop a geographically differentiated alert system. This would allow warnings to be issued specifically in areas where an objective threat exists, rather than automatically applying the same alert across larger territories.
According to Volodymyr Zelenskyy, the main goal is to make the response to air threats more predictable for both the population and businesses. People should be able to clearly understand what type of danger they are facing and how they should respond to it.
Serhii Koretskyi previously noted that prolonged air-raid alerts affect not only public safety but also the operation of businesses, logistics, transportation, and other areas of daily life. The proposed changes are therefore intended to improve both the clarity of warnings and the ability of economic activity to continue when the level of threat allows it.
