ISW Assesses Ukraine's New Strategy of Striking russian Aircraft Carrying Kinzhal Missiles

​The Defense Forces of Ukraine have changed their tactics and are systematically targeting russian facilities used to launch ballistic missiles. The strategy is aimed at neutralizing the threat at its source amid a shortage of air and missile defense systems

This conclusion was reached by analysts from the Institute for the Study of War (ISW).

Given the ongoing shortage of missile defense systems, the Ukrainian command is focusing on striking russian deployment and training sites for missile launch platforms.

"Ukrainian forces appear to be targeting russian ballistic missile launch infrastructure amidst Ukraines ongoing anti-ballistic missile interceptor shortage," the statement reads.

On August 15, Ukrainian officials confirmed the successful strike on the russian Savasleyka airbase in Nizhny Novgorod Oblast. The facility is located approximately 680 kilometers from Ukrainian border. The explosions triggered a massive fire at the airbase, as shown in video footage circulating online.

The airfield is strategically important to russian forces. It houses a branch of the russian Ministry of Defense's 4th State Center for Aviation Personnel Training and Military Tests and is home to MiG-31K fighter jets equipped with Kinzhal aeroballistic missiles.

Analysts note that the Defense Forces of Ukraine have repeatedly targeted the facility. Previous attacks on Savasleyka occurred in August 2024, as well as in April and June 2025.
