In one of its reports dated December 26, 2024, the StratCom of the Armed Forces of Ukraine confirmed the fact of the strike of the Defense Forces of Ukraine on the object of the russian military-industrial complex - Federal State Enterprise ‘Kamensky Plant’, which was carried out on December 18, 2024.
"The other day, the Air Force of the Armed Forces of Ukraine carried out a high-precision strike on the object of the military-industrial complex in the city of Kamensk-Shakhtinsky, Rostov Region. the russian federation used this enterprise to produce solid propellants for ballistic missiles, which are used to hit civilian infrastructure, such as hospitals, residential buildings and power plants,” the statement of the Ukrainian Armed Forces’ StratCom reads.

At first glance, this message of the Ukrainian Armed Forces’ StratCom looks extremely uninformative, especially against the background of the details that have already surfaced on social networks, for example, about Storm Shadow and ATACMS, which were not a pity for the Kamensky Plant.
At the same time, the fact of the official confirmation by the Ukrainian Armed Forces’ StratCom that the Ukrainian military did indeed carry out a precision strike on the Kamensky Plant is noteworthy. In addition, apparently, the wording “precision strike” contained prompt that Ukrainian military used missiles like Storm Shadow/SCALP-EG received from the Western partners.
At the moment, there are no publicly available images that could indicate the results of the strike on the Kamensky Plant. Therefore, the above message of the Ukrainian Armed Forces' StratCom is currently the only source of information that can be relied on in this situation.
Federal State Enterprise ‘Kamensky Plant’ being a strategically important enterprise for the military industry of the aggressor country is located only 14 kilometers from the state border of Ukraine and 170 kilometers from the current frontline.
It is obvious that until recently, the russians clearly considered this distance to be quite safe, since work on expanding production capacities was recorded at this plant in September 2024.
According to available data, the Kamensky Plant produces solid solid propellants to be used in motors for rockets for various MRL systems, including the Uragan, Smerch and Tornado, as well as for ballistic missiles for the 9K720 Iskander mobile short-range ballistic missile system (NATO reporting name: SS-26 Stone). In addition, during the USSR, the Kamensky Plant also produced solid fuel for the RT-2PM Topol ICBM (NATO reporting name: SS-25 Sickle).
As satellite images directly indicate, the production facilities of the Kamensky Plant are spaced apart, and they also use embankments to avoid large-scale detonations. Therefore, it is quite likely that at some point the Ukrainian Defense Forces may strike again at this plant in order to once again weaken the russian federation's capabilities in the production of missiles and rockets.
As Defense Express reported, russia raced to expand solid-propellant motor production capacity, offering more S-400, Iskander and ICBM Missiles.
