In addition to russia's extremely ambitious plans to increase the Armed Forces to 1.5 million and forming artillery divisions, Sergei Shoigu announced a plan to restore two military districts.

These two districts existed until 2010, when they were replaced during the reform. Moreover, the Moscow and Leningrad Military Districts are identical to those that existed before the collapse of the USSR. At that time, they covered the current territory of the Southern and Western Districts and russia’s Northern Fleet. Which, in case of return, will mean the liquidation of the newly created district in the form of the Northern Fleet and the division of the Western Military District.
