In addition to russia's extremely ambitious plans to increase the Armed Forces to 1.5 million and forming artillery divisions, Sergei Shoigu announced a plan to restore two military districts.
"To create two interspecies strategic territorial unions of the armed forces: the Moscow and Leningrad Military Districts," Shoigu said at the meeting of the final collegium of russia’s Ministry of Defense. To say more simply, reformatting of the armed forces at the highest strategic and operational level. Basically, the military district is the largest military unit and on the basis of the district management, so in the event of war, the command of the front should be deployed.

That is, the creation of the Moscow Military District in russia is nothing more than direct evidence that the Kremlin is fully preparing for the organization of Moscow's defense at the operational-strategic level.
Regarding Leningrad Military District, it is more or less logical and is connected with the fact that after Finland's accession to NATO, russia will gain another 1,272 km of border with the Alliance. At the same time, russia’s second most important city, St. Petersburg, is located in a semi-circle between Finland and Estonia.
But it will be extremely interesting to observe the outline of these two new military districts. Defense Express reminds that now russia actually has five districts: Western, Southern, Central, Eastern and Northern Fleet.
These two districts existed until 2010, when they were replaced during the reform. Moreover, the Moscow and Leningrad Military Districts are identical to those that existed before the collapse of the USSR. At that time, they covered the current territory of the Southern and Western Districts and russia’s Northern Fleet. Which, in case of return, will mean the liquidation of the newly created district in the form of the Northern Fleet and the division of the Western Military District.
In any case, this will be the fourth reform of the military districts of the russian federation since 1991 and the second under Shoigu's tenure.
