Rosreestr has limited access to data on the head of a military unit, but there is information about the founder.

It is known that the rights of the founder are exercised by the Federal National Guard Service of the russian federation. In this way, russia is trying to legitimize the presence of its military on the plant's territory.

Permanent Representative of Ukraine to the United Nations Sergiy Kyslytsya stated at the UN Security Council meeting, the increased militarization of the Zaporizhzhia Nuclear Power Plant as well as the adjacent occupied territories remains part of russia's military strategy. Moscow uses them as a cover for artillery strikes on the territories and settlements on the other side of the Dnipro river.
