Spokesperson of the Air Force of Ukraine Yurii Ihnat stated russians gathered 25 aircraft near the border with Ukraine. Among their tasks is to launch UMPK-enhanced guided glide bombs, the official noted in an interview on national television.
"There are about 25 aircraft of the enemy military aviation of various types at the doorstep of Ukraine, they periodically strike with guided air bombs and other weapons. That is, the enemy applies aviation on a daily basis, from multiple directions. Naturally, we have to be ready for everything," the Ukrainian Air Force representative said.

From these words follows that the main factor that limits russian forces in their using winged bombs equipped with UMPK guidance kit against Ukraine is the number of potential carrier aircraft. Actually, it is not that many, considering the fact russian "aerospace forces" should have over a hundred Su-34 and another hundred Su-35.
At the same time, russians spend much effort to establish a stable mass production of these guided bombs. For a reminder, russians admitted their UMPK are even of lower quality than the iranian prototype copied from the American JDAM-ER kit. The russian industry also plans to make another kit for a 250-kg high-explosive bomb, in addition to the one suited for the 500-kg FAB-500.
