June 28. In 2022, the Russian authorities transferred at least 1148 children abducted from Ukraine to Russian citizens for "preliminary guardianship," which is three times more than Russia has publicly stated.

That's according to an investigation by the "Vazhlyvi istorii" publication.

At the end of 2022, Russian Children's Ombudsman Maria Lvova-Belova said that 380 children taken from the territory of Ukraine had been placed in Russian families. Since then, the official has repeatedly mentioned the same number.

However, the report on the activities of the Rostov region government for 2022 states that 1148 children who arrived "without legal representatives from the territories of Donbas and Ukraine" were placed under preliminary guardianship.

It is unclear from the wording what the status of these children is, how many of them are under the care of relatives, and how many are orphans. It is also unknown whether all of them remained in Russian families, as a temporary guardian is appointed for a period of six to eight months. If he or she does not apply for permanent guardianship during this time, it is terminated.

Most likely, not all of the 1,148 children remained in Rostov region, as the report of the Russian Ministry of Education states that in 2022, only 534 children were placed under preliminary guardianship in this region. This is half the number claimed by the Rostov region authorities. Most likely, the rest of the children went to other regions.

The publication notes that it is difficult to track the fate of every child out of more than a thousand, but open sources have established the whereabouts of 290 children from Ukraine in 23 regions of Russia.

Most of them - 47 children - are in the Novosibirsk region. At least 30 children ended up in families in Moscow region, 25 in Kaluga region, 24 in Nizhny Novgorod region, 21 more deported children live in families in Yamalo-Nenets Autonomous District, and 20 in Leningrad region. Less than 20 children were taken to other regions.

Four subjects (Penza, Rostov, Kostroma and Novgorod regions) were mentioned in the news as regions where children were deported, but it is unknown how many children ended up there.

"About 300 children should have been taken to the Chuvashia Republic, but as you know, Russians do not return children after they are taken, using the excuse of martial law in the region," the statement said.

The Center reminds that the Russian side has blocked the exit to Ukraine. Thus, as the Resistance emphasizes, children are being used as hostages to force their parents to follow them.

But I can say that as of today, we have officially recorded 365 illegal adoptions of Ukrainian children. This is where we found official confirmation - through the media, our communication channels. But... there are thousands of them," Lubinets emphasized.

According to him, there are these children both in the territory of the Russian Federation and in the temporarily occupied territory of Ukraine.

"We are doing everything to get information. And the Russian side is constantly trying to cut off these channels so that we can't get anything at all (no data - ed.). The other side does not give us any information at all. But we continue to do it (receive data - ed.)," the Ombudsman said.

The town authorities urged to refrain from making statements regarding the killing of the teenagers for now: "Their relatives are still in the temporarily occupied territory, and premature statements may harm their safety and pose a threat to their lives."

In turn, Dmytro Lubinets, the Ukrainian Parliament Commissioner for Human Rights, said during the United News telethon that once again no international institution can do anything about the Russian Federation which behaves like a terrorist.

"This country behaves like a terrorist, does not pay attention to any international conventions, international humanitarian law. They once again showed that they can kill two Ukrainian children and pretend that they will get away with it," the Ombudsman emphasized.

He added that Ukraine officially appealed to the International Committee of the Red Cross to make Russia urgently hand over the bodies of the dead teenagers. But, according to him, there is no official answer from the ICRC.

"But their answer is always the same – the Russian side didn't let us in, so we couldn't fulfill our mandate. We do not see a great desire to influence the Russians so that they do allow representatives of the International Committee of the Red Cross to visit our citizens, thousands of whom are illegally detained by the Russians in Russian camps," Lubinets emphasized.

UN Undersecretary-General for Humanitarian Affairs Martin Griffiths said this in an interview with The Associated Press.

According to him, there is also the flooding of important agricultural land and a looming problem of providing cooling water for the Zaporizhzhia nuclear power plant, Europe’s largest, which had been supplied from the dam.

He stressed that the ravages of flooding will almost inevitably lead to lower grain exports, higher food prices around the world, and less to eat for millions in need.

Griffiths noted that waters also have rushed over areas with land mines from the war “and what we are bound to be seeing are those mines floating in places where people don’t expect them,” threatening adults and especially children.

The New York Times reported that an unnamed senior White House official stated that U.S. spy satellites equipped with infrared sensors detected an explosion at the KHPP dam before it collapsed.

The Wall Street Journal reported that multiple engineers and munitions experts assessed that an explosive blast likely detonated at a specific point or multiple points of weakness, which destroyed the KHPP dam.

June 7. Under the pretext of the threat of intense shelling, the Russian FSB could take to Crimea the Ukrainian children from the newly occupied areas of Ukraine and regions bordering Russia.

That’s according to Ukraine’s Ombudsperson Dmytro Lubinets.

Children would be placed in summer camps and recreational areas throughout the peninsula for the summer period to “create conditions for reducing risks from the expected Ukrainian counteroffensive in the Crimea direction” and to “discredit the Armed Forces and portray Ukraine as a ‘terrorist state.’

Meanwhile, pro-Russian narratives are already circulating in the media space, falsely claiming it was Ukraine that blew up the Kakhovka HPP dam.

The actual abductions of Ukrainian children would have the appearance of a "rescue mission." The Russian occupiers purposefully blew up the dam to stop the process of de-occupation by the Armed Forces of Ukraine and shift the vector of public attention from the events taking place in Russia’s Belgorod region. Instead, the Russian occupiers had the opposite effect.

The deputy minister also noted that civilians in the temporarily occupied settlements of Kherson region and Crimea are currently in a critical situation as the destruction of the dam deprived them of fresh water.
