The head of Chechnya, Ramzan Kadyrov, made an extremely strange address, which was distributed by russia’s official state media, in particular TASS.
In an 11-minute audio message on his own Telegram channel, Ramzan Kadyrov directly accused the Ministry of Defense of the russian federation and issued an ultimatum.

The direct translation of Kadyrov's speech:
"The Ministry of Defense of the russian federation clarified the situation, don, why they, don, left such cities as Izyum and Kupyansk... Balaklyaya... I don't know why they are so interesting, don, cities, don... Well, it was, as turned out, necessary for military strategy, don. To save us human casualties... I'm not a strategist, don, of the same level as the Ministry of Defense, don, but mistakes were made, don. I think they will draw conclusions, don...
I always like to tell the truth, don, and I've talked to all, don, the commanders who are on the front lines and we have full information, don. Information from the "place of adventure", don. And if changes are not made today or tomorrow in the strategy of the "special military operation", don, I will be forced to go to the leadership of the Ministry of Defense and the leadership of the country to explain to them the situation that is now "on the ground".
Kadyrov also stated that he supposedly has 10,000 personnel on standby, that they will go forward, recapture those cities which names he cannot pronounce without mistakes, and also reach, apparently directly from here, to Odesa for some reason.
But in this situation, more attention should be paid to the discord at the top of the russian federation, which is already moving into the public space. Firstly, Kadyrov directly stated that russia’s military command made mistakes, which is in no way correlated with the "planned regrouping" officially announced by the Kremlin. Secondly, he demanded to "review" the management of the operation and named his deadline.
Basically, this combination of conditions, deadlines and consequences is an ultimatum.
Another aspect, Kadyrov directly stated that he receives information directly from the commanders of the groups, it’s definitely not included in his functionality as the head of one of russia’s federal subjects. At the same time, there is a question about the possible parallel accountability of russia’s commanders. Especially taking into account the fact that some of them jumped up the career ladder after serving in Chechnya already after the end of the Second Chechen War.
It is still too early to draw any conclusions, but it seems that the position of the top echelon of the russian military leadership may in fact turn out to be more than critical. Seeing the “window of opportunity”, Kadyrov might offer Putin to hand over command of the troops to him.
