That is according to a latest the U.K. Defense Ministry’s Defense Intelligence update on the situation in Ukraine.
As the U.K. Defense Intelligence states, russian troops have focused mainly on constructing defensive positions along many sections of the frontline in Ukraine since October.

“Russian forces have largely focused on constructing defensive positions along many sections of the front line in Ukraine since October. This includes laying additional fields of anti-tank and anti-personnel mines, almost certainly going beyond Russian doctrinal guidelines,” the update says.
At the same time, U.K. Defense Ministry’s Defense Intelligence notes that russia has no needed asseys and personal to make their defensive positions with new minefields efficient against trained and equipped personnel.

“Minefields only present an effective obstacle for trained troops if covered by observation and fire. A major challenge for the Russian forces will likely be a shortage of surveillance assets and trained personnel to effectively monitor large areas of the new minefields," the update says.
As Defense Express reported citing Defense Intelligence of Ukraine, russia is looking for artillery and tanks munitions all over the World.
