Since the beginning of the 2025-2026 heating season in Ukraine (in October 2025), Russia has carried out 256 air attacks on energy facilities and heating systems in Ukraine that heat residential buildings of the civilian population

Among the attacked facilities are 11 hydroelectric power plants, 45 large combined heat and power plants. There were also 49 targeted attacks on Combined heat and power (CHP) plants as well as 151 on electrical substations in various regions. Dozens of Geran and Shahed type drones as well as Iskander, Kalibr, Kh-101, Kh-69 missiles were used for the attacks.
Each of these attacks was of a combined nature and was carried out using dozens of russian drones and missiles.
Kyiv and the Kyiv, Kharkiv, Odesa, Dnipropetrovsk, Sumy, Mykolaiv and Chernihiv regions suffered the most. The strikes during the frosty period led to large-scale power and heat outages and disruptions to water supply in the homes of millions of people of Ukraine.
The SSU qualifies these actions as crimes against humanity, as they deliberately create dangerous conditions for people's lives. According to the SSU press-office, investigators collect evidence at the sites of each strike so that all those involved are punished.
One of the features of the article on crimes against humanity is that it defines this category of attacks as crimes of an international nature, for which strict liability is provided for in both Ukrainian and foreign courts.
The latest attack occurred right during an emergency UN Security Council meeting dedicated to russia's previous barbaric strikes on Ukraine.

Kyiv emphasizes: russia's barbaric actions demand an effective response. The international community must take concrete steps to raise the cost of war for the aggressor.
Only coordinated pressure on Moscow can force it to stop its genocidal war against Ukraine.
According to data released by the Ukrainian Ministry of Energy on December 12, russian military forces have attacked Ukrainian energy infrastructure facilities 4,500 times since the beginning of 2025. The russians have fired nearly 1,800 missiles as well as 50,000 drones into Ukraine.
