The Cyber Resistance activist group has provided National Resistance Center of Ukraine with documents exposing russia’s exploitation of underage civilians in weapons production.
These documents include lists of teenagers enrolled in the Alabuga Polytech training programs, along with their passports and parental consents. A previous Cyber Resistance investigation revealed that russia is manufacturing Iranian Shahed drones within the Alabuga special economic zone in Tatarstan.

Internal documents show Project Dolphin, a code name for the Shahed drone production, aiming to manufacture 10,000 units by 2024. The Alabuga Polytech, an educational institution within the zone, is tasked with supplying personnel for Alabuga’s businesses. Since Alabuga is now a military facility, the Alabuga Polytech essentially trains personnel for russia’s military-industrial complex.
National Resistance Center of Ukraine, thanks to the activists, now has a database with names and phone numbers of 1,209 students enrolled in 2023. Most are minors (9th to 11th grade) undergoing education and training.
While 670 students are spread across various special economic zone projects (from programming to law), 539 are assigned to a project codenamed “boats”, which is a disguised term for russia’s drone production. These students are involved in fields like electrical installation, aeronautics, robotics and more, directly contributing to weapons manufacturing.
This revelation exposes russia’s ruthless tactics. While committing genocide in Ukraine, they exploit Ukrainian children, forcibly involving them in weapons production within russia.
