The Defense Forces of Ukraine will finally receive 155-mm DPICM cluster munitions from the United States of America - the transfer of ammunition was announced as part of another $800 million defense aid package from the US.
For a long time, the USA observed a "taboo" on the supply of these weapons to Ukraine due to concerns about the risks to the civilian population. However, with regard to the transfer of cluster munitions, Ukraine and its allies managed to agree on the conditions for the use of these weapons.

In particular, according to the Minister of Defense of Ukraine Oleksiy Reznikov, he officially informed the American partners about five key principles that the Defense Forces of Ukraine will follow when using cluster munitions on the battlefield.
"Regarding the cluster munitions, we have 5 key principles which we will abide by and which we have clearly communicated to all our partners, including the US. I have personally informed our US partners about these five principles in writing a long time ago," he wrote on Twitter.
In particular, according the Minister of Defense, the principles that Ukraine will adhere to in relation to cluster munitions are as follows:
The first principle is that Ukraine will use these munitions only for the de-occupation of our its internationally recognised territories. These munitions will not be used on the officially recognized territory of russia.
The second principle determines not to use cluster munitions in urban areas (cities) to avoid the risks for the civilian populations. Cluster munitions will be used only in the fields where there is a concentration of russian military. They will be used to break through the enemy defense lines with minimum risk for the lives of ukrainian soldiers.
According to the third principle Ukraine will keep a strict record of the use of these weapons and the local zones where they will be used.
The fourth principle follows from this, which states that these same local territories will be prioritized for demining after the de-occupation of Ukrainian territory, which should minimize the risk from the unexploded elements of cluster munitions due to which, in fact, partners of Ukraine argued about the transfer of these weapons, namely with the elements of cluster bombs unexploded ordnance.
Ultimately, the fifth principle involves reporting to partners of Ukraine both the use of cluster munitions by Ukrainian forces and the effectiveness of this type of munitions on the battlefield.
