The Defense Intelligence of the Ministry of Defense of Ukraine reveals that russian occupiers are actively attempting to conceal their troop losses by coercing individuals who remain in the temporarily occupied territories. Specifically, Moscow has heightened forced mobilization efforts in Kherson and Zaporizhzhia regions, with a particular focus on farmers. In various communities, russians are issuing written demands to all men of conscription age to immediately enlist in military service.

Failure to comply with this directive results in significant consequences, as agricultural enterprises or individual farmers face fines of 400,000 rubles (approximately $4,500). However, paying this penalty offers no assurance of exemption from participating in the war against Ukraine as part of the aggressor state’s army. Moscow’s utilization of ultimatums, threats and repressive measures against the remaining population in temporarily occupied Ukrainian lands underscores a systematic criminal policy.

The increased efforts in forced mobilization within temporarily occupied Ukrainian territories stem from the imperative to offset personnel losses and the dwindling support for the war among the russian population. Given the current reluctance to announce a widespread mobilization wave in russia, as it may adversely affect the social climate before the so-called “Putin’s elections”, the male civilian population in the occupied areas is once again facing heightened pressure. Individuals at risk of forced mobilization include men aged 18 to 65 years, and often even teenagers as young as 16 and 17, whom Moscow is also compelling to join the occupation army.
