From October to December 2024, russia mobilized approximately 300 men from temporarily occupied territories of Zaporizhzhia and Kherson regions as part of its ongoing forced conscription efforts. The occupation administrations have ramped up pressure on local communities, demanding that all men under 60 register for the so-called military draft, the Defense Intelligence of Ukraine reports.
Men attempting to avoid conscription face severe threats, including the loss of income and livelihood. This coercion reflects Moscow’s desperation to sustain its war effort despite mounting losses.

In Luhansk region, the invaders are offering financial incentives to entice men into military service. Russia promises a one-time payment in rubles and compensation of up to 2.5 million rubles for those killed in action. However, these promises come at the cost of lives lost in brutal meat-grinder assaults that have become a hallmark of russia’s strategy.
