This announcement was made by Dutch Defense Minister Ruben Brekelmans on September 13, as reported by De Gelderlander.
Brekelmans confirmed that while the radar has already been dispatched, the three launchers will arrive shortly. He also noted that other countries are still in the process of supplying additional components to complete the Patriot system.

“We are still working on it,” said the minister, noting that discussions with "several partners" are ongoing.
The Ministry of Defense also disclosed that "one of the allies' commitments is not being fulfilled," without specifying which country was involved.
Earlier this year, in late May, the Dutch Ministry of Defense initiated a plan to transfer the Patriot air defense system to Ukraine, inviting other countries to join the effort. The objective was to assemble and deliver a fully operational Patriot system to Ukraine with the help of nations that have these systems.
