Ukrainian forces struck two russian oil refineries and two radar systems during strikes on September 24 and overnight into September 25, according to an updated assessment by Ukraine's General Staff.
One of the main targets was Lukoil-Permnefteorgsintez refinery in Perm. A fire was reported at the facility following the strike. The refinery has an annual crude oil processing capacity of approximately 13 million tonnes.

Another refinery targeted was the Novoshakhtinsk refinery in Rostov region, where a fire was also reported following the strike. The facility has an estimated annual processing capacity of about 7.5 million tonnes of crude oil.
The General Staff describes Novoshakhtinsk as an important supplier of petroleum products in the south of russia and says the refinery also contributes to supplying russian forces.
The strikes near Novoshakhtinsk also targeted two russian radar systems: 64L6 Gamma-S1 and 39N6 Kasta-2E2.
The Gamma-S1 is a mobile three-coordinate radar designed to detect and track a broad range of aerial targets, including aircraft and missiles, and transmit information to air defense units. The Kasta-2E2 is optimized for detecting targets at low and extremely low altitudes, including aircraft, helicopters, cruise missiles and UAVs, with a reported detection range of up to 150 km.
