The Ryazan Refinery, with a capacity of 17.1 million tons of oil per year, is one of the largest refineries in the russian federation. It produces A-92/95/98/100 gasoline, diesel fuel, TS-1 jet fuel, liquefied gases, and other petroleum products.

The oil refinery produces an average of 840,000 tons of aviation kerosene per year and is involved in supplying the russian Aerospace Forces.
On the night of November 20, residents of Ryazan reported hearing explosions. Footage of a fire following the attack appeared online. According to ASTRA's analysis, the video was filmed in the area of Bystretska Street. The Ryazan oil refinery was among the targets. The distance from the filming location to the facility is about 7 kilometers. The governor of Ryazan Oblast confirmed that a fire had broken out at one of the enterprises after the attack, but did not specify which one.
According to ASTRA, this is at least the eighth attack on the Ryazan refinery since the beginning of 2025. The calculation is based on OSINT analyses and official statements by russian and Ukrainian authorities.
Earlier Defense Express reported that Ukraine's Unmanned Systems Forces had hit temporarily occupied Zuivska and Starobeshivska plants.
