This was reported by the Defense Intelligence of Ukraine. It is stated that as of the end of September, 15 major russian oil refineries had been completely shut down. Another 12 facilities were forced to cut back on petroleum product production.
"As a result of the attacks, refining capacity utilization at these facilities has declined by more than 50%," the statement reads.

Among the facilities most severely affected by Ukraine's strikes were the Yaroslavl, Kirishi, Perm, Moscow, and Ryazan refineries. Together, they account for approximately 33% of russia's total oil refining capacity.
Refineries located in remote regions of russia continue to operate. In September, these refineries processed approximately 906,000 barrels of crude oil per day, 147,000 barrels more than at the beginning of the year.
The Defense Intelligence of Ukraine noted that remote oil refineries allow russian authorities to temporarily offset fuel shortages. However, the geographical location of these facilities severely limits the scope of such compensation.

In 2027, output at these refineries may decline as they undergo scheduled maintenance that was postponed from this year due to the fuel crisis.
Overall, precision strikes by the Defense Forces of Ukraine against russian oil industry facilities have inflicted more than $23.2 billion in damage on the aggressor state's economy. This figure is nearly equivalent to the industry's total revenue in 2025, which amounted to $26.6 billion.
