The European Commission, which is part of the executive of the European Union, wants to boost the ammunition production in Europe. A three-stage plan is being developed.
According to Spiegel, the first step provides for the immediate increase in the delivery of ammunition, in particular the 155 mm artillery shells, to Ukraine. EU Foreign Affairs Representative Josep Borrell will soon propose an additional support package worth one billion euro for the delivery of ammunition.

The second step provides for a joint purchase of 155 mm ammunition by the European Defense Agency in order to fill the gaps in the stocks of the EU countries and to ensure the supply of Ukraine in the long term.

The third step is intended to secure the long-term increase in European ammunition production capacities in order to take account of the changed security situation. It is expected that the plan will take 7 years.
The EDA as a contractor will eliminate all the risks connected with the production expansion. The Commission also hopes for significantly lower prices.

Moreover, the ammunition supply to Ukraine can be also implemented by EDA buying existing stocks from other countries. One of the EU countries will become an ammunition hub and get appropriate funding.
