Everything Suggests russia Is Already Launching Banderol Cruise Missiles From Ground-Based Launchers Against Ukraine

Although russia first revealed a ground-based launcher for the S8000 Banderol cruise missile last year, it attracted little attention until recently. Current attack patterns now strongly suggest the system is already being used operationally against Ukraine, raising questions about where these launchers are deployed and how russia could expand their use

russia has recently increased the pace of S8000 Banderol cruise missile strikes against Ukraine. These missiles are now appearing in attacks on Ukrainian cities almost daily, sometimes multiple times per day, with several missiles launched during a single strike.

For example, on July 31, russian forces reportedly launched nine S8000 Banderol cruise missiles toward Odesa. According to Ukrainian reports, all of them were intercepted over the Black Sea. Until now, the primary known carrier of the missile had been the russian Orion (also known as Inokhodets) medium-altitude reconnaissance and strike UAV.

However, a single Orion can carry only one S8000 missile. Launching nine missiles simultaneously would therefore require nine Orion UAVs to be airborne at the same time. That appears highly unlikely, particularly given the relatively limited number of Orion drones believed to be in russian service.

Another potential launch platform is the Mi-28 attack helicopter, which could theoretically carry several Banderol missiles. However, there has been no confirmed evidence of such operational use, and russian sources have previously described this capability only as a future possibility.

That leaves ground-based launchers as the only logical explanation for large-scale salvos.

russia first publicly revealed such a launcher in September 2025, although it attracted widespread attention only recently.

Judging by the repeated mass launches against Odesa and other coastal cities, russia may already have deployed several of these launchers in occupied Crimea. In contrast, attacks on targets deeper inside Ukraine still typically involve only one or a few Banderol missiles, suggesting that Orion UAVs remain the primary launch platform outside the Black Sea region.

Everything indicates that russia is now working to expand production of the S8000 Banderol. If that is the case, more ground-based launchers are likely to appear in the future, not only in occupied Crimea but potentially in other areas as well. As a result, Banderol strikes could become both more frequent and significantly larger in scale.

The increased use of the S8000 may also reflect the declining effectiveness of conventional Shahed drones powered by piston engines. Ukraine's growing network of interceptor drones has proven highly effective against these slower targets, while many existing interceptor systems struggle to catch faster jet-powered drones and cruise missiles.

As a result, russia appears to be shifting its resources toward producing larger numbers of jet-powered Shahed variants, other high-speed UAVs, and cruise missiles. This makes it increasingly important for Ukraine to field affordable yet effective interception systems capable of engaging these faster threats.

For reference, the S8000 Banderol has a reported maximum speed of up to 650 km/h and a cruising speed of 520–560 km/h, powered by the Chinese-made SW800Pro-A95 turbojet engine.

The missile is reported to have a maximum range of approximately 500 km and carries a 114.3 kg OFBCh-150 high-explosive fragmentation warhead.
