Could Ukraine's FP-7.x Anti-Ballistic Missile Under Freya Project Be Combined With Patriot License?

Ukraine's Freya project envisions a domestic anti-ballistic air defense system centered on the FP-7.x interceptor - a missile that is conceptually closer to the PAC-2 GEM-T used by the Patriot system than to more modern hit-to-kill interceptors

Finding a fast and scalable solution to counter russia's ballistic missile threat remains one of Ukraine's highest priorities. While Kyiv continues to rely on military assistance from its partners, two alternative developments have emerged in recent months.

In May, Ukrainian company Fire Point outlined the architecture of the proposed Freya air defense system, which would combine the FP-7.x interceptor with radar systems already in service with European partners and other off-the-shelf components. Then, in July, the United States gave political approval for the licensed production of Patriot surface-to-air missiles in Ukraine.

That naturally raises the question of whether these two initiatives could be combined to accelerate each other's development. The issue is particularly relevant as Ukraine is currently presenting its next-generation anti-ballistic air defense program to international partners.

The FP-7.x is structurally similar to the 48N6 missile used by the S-300 and S-400 air defense systems. However, it is built using modern electronics, composite materials, an indigenous solid-fuel formulation, and a newly developed guidance and flight control system.

The missile's key distinction from the 48N6 lies in its terminal guidance. Instead of the original missile's semi-active radar seeker, Fire Point opted for an infrared seeker supplied by Germany's Diehl Defence. By comparison, the original 48N6 relies on semi-active radar homing using the track-via-missile (TVM) guidance principle. Notably, the PAC-2 GEM-T interceptor for the Patriot system also employs a TVM guidance architecture.

At the same time, the FP-7.x differs from both missiles during the terminal phase of flight because of its infrared seeker. During the midcourse phase, however, all three missiles rely on radio-command guidance based on target data provided by the ground-based radar.

If it is technically feasible to integrate the PAC-2 GEM-T's semi-active radar seeker and guidance package into a dedicated version of the FP-7.x, it would be reasonable to assess whether the Ukrainian missile could be integrated with the Patriot system. Such an approach would at least allow full use of the AN/MPQ-53/65 radar that forms the core of Patriot batteries.

Conceptually, the FP-7.x is much closer to the PAC-2 GEM-T than to the PAC-3 MSE. Both are large surface-to-air missiles capable of intercepting ballistic targets using blast-fragmentation warheads rather than the hit-to-kill technology employed by the PAC-3 MSE.

That said, achieving full integration of the FP-7.x into the Patriot system is unlikely. At a minimum, the two missiles differ significantly in size, making it impossible to use the same launchers. The FP-7.x is approximately 7.5 meters long, has a 519 mm diameter, and weighs around 1.8 tonnes. By comparison, the PAC-2 GEM-T measures 5.31 meters in length, 410 mm in diameter, and weighs about 900 kg.

It should also be noted that integrating third-party interceptors into the Patriot ecosystem is not merely a technical challenge - it is also a business issue. Such a move could be viewed as conflicting with the commercial interests of Raytheon, which manufactures the PAC-2 GEM-T, and Lockheed Martin, the producer of the PAC-3 MSE. However, the Pentagon is currently conducting an accelerated search for a lower-cost ballistic missile interceptor compatible with the Patriot system, which could create an opportunity for alternative solutions.
