Ukraine directed request to European Commission for spending part of funds from €90 billion loan on weapons to be produced within European Union and European Economic Area.
Request covers €2 billion, which Kyiv asks permission to direct toward purchasing Patriot surface-to-air missiles. Another €4 billion remaining from loan portion that could be used for weapons procurement will be directed toward purchasing EU and Ukrainian-manufactured weapons. Ukraine's media Suspilne reports this citing own sources.

At same time, Defense Express notes announced sum quite enables finding answer to question — how many specifically Patriot missiles Ukraine can purchase for these €2 billion.
Approximate and most frequently cited PAC-3 MSE anti-ballistic missile price is $4-5 million, depending on procurement conditions and additional service volume within complex contract. But this is price for U.S. Army. For example, in September 2025 Pentagon placed order for 1,970 PAC-3 MSE units for $9.8 billion ($4.97 million per one missile).
At same time, for European partners PAC-3 MSE export cost may be higher. Specifically illustrative is order Germany made in late 2024, when 120 PAC-3 MSE were valued at €763.5 million, meaning €6.36 million (or $6.61 million at then exchange rate) per one missile.
Also worth adding for other regions price may be even greater. For example, in February 2026 U.S. government gave Saudi Arabia permission to purchase 730 PAC-3 MSE at total maximum value of up to $9 billion — $12.3 million per one. But this was not final contract value, whose final details were not announced.
Thus €2 billion (approximately $2.32 billion) may suffice for approximately 460-580 PAC-3 MSE missiles, if Washington gives consent for their sale at price as for own defense ministry. Approximately 315 units if EU country prices are used. Or only approximately 190 if Saudi Arabia permission price is used.
At same time, key for Ukraine is not so much price as possibility to receive these missiles, as even 315 units is approximately half of annual PAC-3 MSE missile production.
