Romanian Defense Minister Radu Miruță stated in an interview with the local television channel TVR that Romania is not among the manufacturers of PAC-3 missiles for Patriot systems. Therefore, these interceptors will not be produced for Ukraine on Romanian territory.
Moreover, no such negotiations were held with the Romanian side at all. This is reported by Defense Romania.

The authors of this publication note that, until now, the Western press has reported the potential localization of Patriot missile production for Ukraine in Romania as one possible option. Furthermore, even russian media have begun reporting that Patriot missiles for Ukraine could be manufactured in Romania.
However, the reality turned out to be quite different. Since Romania is not among the manufacturers of Patriot interceptors, discussions about producing these missiles in Romania are largely speculative.
At the same time, Romania's Minister of Defense expressed support for the "Coalition of the Willing," which has made providing Ukraine with sustained air defense assistance—including Patriot systems—one of its priorities.
According to Defense Romania, plans to establish production in Romania of PAAC-4 interceptor missiles—also known as SkyCeptor—which were developed for the David's Sling system but can also be integrated into Patriot systems, have not been implemented over the past four years.
From Defense Express we would like to note that the fact that Romania will not be producing PAC-3 missiles for Ukraine’s Patriot systems does not have any negative implications for Ukraine.
Ukraine's access to anti-ballistic missile interceptors has become vital. Therefore, when it comes to their production, it is best to rely on countries that already possess the necessary capabilities and proven technological solutions.
At the same time, Ukraine should gratefully accept assistance from any country willing to help strengthen its defense capabilities. In this case, this refers specifically to Romania's willingness to support the "Coalition of the Willing" in strengthening Ukraine's air defense.
