The meeting between the Ukrainian and U.S. presidents during the NATO summit in Ankara marked a major breakthrough in bilateral defense cooperation. It was accompanied by what could become one of the most significant announcements in Ukraine's air defense history.
According to U.S. President Donald Trump, Ukraine will receive a license to manufacture missiles for the Patriot air defense system.

"That way, you won't be able to complain that we aren't giving you enough. Make them yourselves," Trump said.
He also added that Ukraine would be able to master production relatively quickly, "once we explain how to do it."
If Washington follows through on this commitment, Ukraine would become only the third country in the world authorized to produce Patriot missiles under a licensed localization program.
Japan was the first nation to secure such an agreement. In 2006, Tokyo reached a deal to manufacture Patriot interceptor missiles at Mitsubishi Heavy Industries facilities. Initially, the program covered the PAC-2 CRI interceptor, which has since been superseded by the PAC-3 MSE. It took Japan approximately two years to establish production.

However, Japanese manufacturing has never been fully localized. Several critical components, including Boeing-produced seekers, continue to be supplied from the United States, limiting annual output to roughly 30 missiles.
Germany became the second country to receive a Patriot production license. In 2022, MBDA Deutschland and Raytheon agreed to establish European production of PAC-2 GEM-T interceptors, a variant with limited capability against ballistic missiles.
Construction of the new production line at COMLOG, a joint venture that had previously serviced Patriot missiles, began in 2024. The facility is scheduled to open in September 2026, while the first missiles produced there are expected to be delivered in 2027, with Ukraine set to receive the initial batches.
The exact level of localization in Germany has never been publicly disclosed. However, MBDA Deutschland has stated that the program includes not only final assembly but also domestic production of key missile components. That is consistent with the planned production capacity, which is expected to reach 180 missiles per year through a phased expansion.
At this stage, it remains unclear which Patriot interceptor Ukraine could receive a production license for. Regardless of whether the program involves the PAC-2 GEM-T or the PAC-3 MSE, establishing a production facility and beginning serial deliveries would almost certainly take several years.

The timeline will depend heavily on the industrial base selected for the project and on how much of the missile's production is localized in Ukraine. Government-to-government negotiations, licensing agreements, and contracts between defense companies could also require considerable time before manufacturing actually begins.
Ukraine's own industrial capabilities will play a decisive role as well. Poland provides a useful example. In 2018, Polish industry was entrusted with producing lateral maneuvering motors for the PAC-3 MSE interceptor. However, the production line was not certified until September 2025, and the first production order arrived only seven years after the original agreement. Warsaw itself is only now approaching a positive decision on obtaining a broader license to manufacture the PAC-3 MSE missile domestically.
