South Korea's KM-SAM Emerges as Theoretical Patriot Alternative, But 300 Missiles Yearly vs 5,000 Used in 39 Days Kills Idea

IISS analysis cites 96% UAE combat effectiveness and 95% localization, but Seoul's Ukraine refusal signals same political barrier applies to European NATO

After intensive combat operations in Middle East between U.S., Israel and iran, problem arose for other parts of world, primarily Europe, of finding Patriot alternative, especially due to acute interceptor missile shortage for this system.

Against such backdrop, South Korean KM-SAM air defense system idea as conditional Patriot replacement emerges with certain intensity, now raised in one of authoritative IISS publications. However, one can somewhat get ahead and say significant problem exists with production limit of only 300 surface-to-air missiles annually for KM-SAM II.

Briefly summarizing above IISS publication authored by Korean researcher Lami Kim, essence looks as follows. South Korea demonstrated systematic capability to quickly supply ordered weapons, and during 2021-2026 period South Korean weapons manufacturers were second after U.S. in supplies to European NATO member countries.

South Koreans themselves have interest in fulfilling obligations quickly and on time, as their defense plant capacity utilization is significantly below design indicators. Same KM-SAM localization level declared at 95%, ensuring production chain stability.

In favor of KM-SAM, above researcher also notes three Middle East country orders for these systems, Iraq, Saudi Arabia and UAE. Also confirmed 96% KM-SAM effectiveness demonstrated in practice by UAE, which before February 2026 had two KM-SAM batteries (Saudi Arabia and Iraq orders currently still in fulfillment).

At this point Defense Express proposes drawing attention to problematic moments making South Korean KM-SAM as conditional Patriot alternative for Europe implementation problematic.

First, let us concretize ussian roots factor for KM-SAM: in 2000s South Korean LIG Nex1 together with russian Almaz-Antey concern created missile for KM-SAM. However, to be fair, now this South Korean system has long transformed into own development successfully displacing russian S-400 in Middle East market.

Regarding main production level problem of only 300 KM-SAM II missiles annually, we reported in separate publication emphasizing such small indicator extremely contrasts with up to 5,000 Patriot missile expenditure rate over 39 days of active combat operations in eastern Ukraine.

Besides that, certain role in KM-SAM case may be played by reputational factor, South Korea refusing Ukraine KM-SAM supply supposedly due to being at war factor. Because if that is the case, European countries will also need South Korean systems specifically for protection against russia.
